It's obviously not safe to use a Sharpie as eye liner, even if Tay Swift does it.

If you want a marker-esque eyeliner, try the Essence Easy to Use Jumbo Eyeliner Pen ($3.49), which is slightly more expensive than a Sharpie permanent marker but perhaps a little safer than the fine tip permanent marker option.
I usually associate marker/felt-tip eyeliner pens with dry tips and bleeding into fine lines. The Essence Easy to Use Jumbo Eyeliner Pen is a little different. The short, chubby marker is fairly easy to use and the tapered tip, despite looking a little chubby, can be used to create a fairly thin line. Plus, IT DOESN'T BLEED (the Essence 2 in 1 Eyeliner Pen did, unfortunately). The formula is long-lasting (all day for me) and smudge proof. It's not rub-proof if you're prone to touching your eyes often nor is it waterproof as a Sharpie might be (I tested the Essence Jumbo Eyeliner out while watching Interstellar which was WAY more emotional than expected).
All in all, please don't use a Sharpie on your delicate eyelids. For a marker-style felt tip eyeliner, try the Essence Easy to Use Jumbo Eyeliner Pen. It is, in fact, pretty easy to use!
